Facts:

After defendants were found guilty in the trial court of exceeding the posted speed limit, pursuant to Md. Code Ann., Transp. § 21-809 (2009), they sought de novo review in the Circuit Court for Baltimore County (Maryland), which reversed the trial court's judgment and dismissed the charges. The State's petition for a writ of certiorari was granted..

  • Speed monitoring systems are devices with one or more motor vehicle sensors producing recorded images of motor vehicles traveling at speeds at least 10 miles per hour above the posted speed limit. Md. Code Ann., Transp. § 21-809(a)(5).
